THE REPUBLIC OF CLEARFIELD
CHARTERS,
COMBINED AND SECTIONED:

I
Whereas; The United States Of America is bankrupt,
it's Debt unquestioned.

Whereas; The people of this land are endowed with certain rights and freedoms 
which have gone unrecognized for far too long.

Whereas; There is no alternative avenues to resolve these injustices suffered by 
the people at the hands of an alleged government.

Whereas; The people wish to reclaim their rights and freedoms as the true rights 
and freedoms they are, and not as the presumed privileges in which current 
alleged government treats them.

Therefore; The people hereby declare and reclaim their independence as a free people 
under the authority of The Declaration Of Independence and other such important 
authoritative documents.

II
Whereas; Preexisting Territorial Boundaries have been established and recorded within 
the books of the Clerk kept within a vault in the Rowan County Clerk office.

Whereas; These Recorded Boundaries are already under the exclusive jurisdiction of 
the Citizens of this Republic.

Whereas; We have the right to refer to,
and to define these Territorial Boundaries,
and we shall exercise said natural right to define
and refer to these Recorded Territorial Boundaries
as The Republic Of Clearfield.

Whereas; We have the right to enact certain
Rules and Penalties regarding the use of, and
regarding Trespasses or Transgressions upon these
Preexisting Recorded Territorial Boundaries which are under our direct and exclusive jurisdiction.

Whereas; Inhabitants of these Territorial Boundaries
have a common right to be addressed as Citizens of
The Republic of Clearfield.

Whereas; We have the right to appoint Citizens who
shall be responsible for the duties of
(1)policing these Territorial Boundaries against Trespass and Transgressions,
(2)enforcement of Rules and Penalties regarding
(a)Trespass and Transgressions, and
(b)the use of these Territorial Boundaries, which
shall include a Code Of Conduct.
However; The duties of Policing and Enforcement
shall be split into two distinct duties, which should
never be preformed by any one Citizen acting in
the capacity as both Policing and as Enforcement,
except;
That a Citizen serving in capacity of Enforcement
may direct another Citizen acting in capacity of
Policing to preform certain, but limited, acts of
Enforcement, only when necessary and only when such
permission has been granted to the Policing Citizen
in writing by the Enforcement Citizen.

Whereas; The Citizens of The Republic Of Clearfield
may, by vote of the majority, adopt certain policies
and procedures regarding Policing and Enforcement,
and it is within their right to adopt titles and ranks
for those Citizens who are responsible for the Policing
and Enforcement of The Rules and Policies of these
Recorded Territorial Boundaries of
The Republic Of Clearfield. 

III
Whereas; For the necessity of a safe republic, any
Citizen of The Republic Of Clearfield who is engaged in
the duties of Policing, shall arrest any Felony Offender
upon witnessing the Offender commit any Felony, and is
authorized to, and hereby ORDERED to engage in pursuit
of any fleeing Felony Offender until the Offender
has been captured and arrested.
Felony Offenders, upon arrest, shall be handed to
The Commonwealth Of Kentucky for Criminal Prosecution.
Any pursuit beyond the Territorial Boundaries of
The Republic Of Clearfield shall not continue beyond
The Commonwealth Of Kentucky. All Felony Pursuits shall
end when any Fleeing Felony Offender enters into any
state bordering The Commonwealth Of Kentucky.

Whereas; Rules, Charters, Policies, and Ordinances of
The Republic Of Clearfield are Domestic Matters and
should be Policed and Enforced by the Citizens of
The Republic Of Clearfield. The right to trial by
jury shall forever be preserved within this Republic.
Non Domestic Matters should be handled by and handed
to the proper jurisdictions. 

IV
Whereas; These CHARTERS expressly authorize the policing these Territorial Boundaries 
against Trespass and Transgressions,
enforcement of Rules and Penalties regarding
Trespass and Transgressions, and
the use of these Territorial Boundaries, which
shall include a Code Of Conduct.

BE IT HEREBY ENACTED:
That MARSHALS shall be appointed to police these territorial boundaries against 
Trespass and Transgressions, the unauthorized use of these territorial boundaries, 
breaches of the code of conduct.

Marshals shall have the authority of the TOWN MARSHALS under both former and current Kentucky Law 
as it pertains to TOWN MARSHALS when acting under the CHARTERS for THE REPUBLIC OF CLEARFIELD,
EXCEPT; that Marshals shall NOT appoint a Deputy Marshal or any other officer of any rank without the 
express permission of THE REPUBLIC OF CLEARFIELD, it's citizens, 
or The CHARTERS for THE REPUBLIC OF CLEARFIELD. 

V
WHEREAS:
Becoming a citizen of THE REPUBLIC OF CLEARFIELD shall not be construed to renounce citizenship 
of The united States of America, the County of Rowan and/or any other county or counties of citizenship,
Kentucky District, The District of Kentucky, The State Of Kentucky, or The Commonwealth of Kentucky.
